Green "Bottled" Water?

Green eggs and gasoline?
Getting down to business-- how hard would it be to build a vending machine that dispenses pre-measured shots of cold "bottled" water into refillable containers supplied by your customers? Instead of selling bottled water you sell just water by shipping the water in big, reuseable stainless steel tanks that fit inside a specially made vending machine that keeps the water cool and only pours when money is fed into the slot.
A variation on the same would be a filtered water vending machine that filters and chills tap water before dispensing it into your customers' containers.
